You seem to forget that the NAZ exceeded 5000 before falling more than 50%, and then doing the dead-cat bounce to 2600. By the end of Clinton's term, trillions of dollars in investments had evaporated. The bubble burst before Bush was elected. Bush inherited the mess, and has done surprisingly well under the circumstances.
