not life threatening
My mistake was in using the literary device of Personification on a sentence fragment. As you were kind enough to place both my comment and the reference in the same message I can point out that the "life threatening" was in the context of the country as a whole not for any individual.

It was a poor literary construct to use. The analogy was a terrorist is to the country as a hornet is to an individual. The overall message was that localized physical attacks do not harm the country at its core the way procedural and ill advised systemic changes can. All in all it was not a well written statement. Thank you for the chance to clarify it.
