Ok, found the problem. Windows installer was trying to install QuickCam but couldn't find a file called QuickCam.MSI. About a month ago I reinstalled W2000 as part of a networking trouble shooting session. I hadn't deleted or reinstalled QuickCam but apparently W2000 became curious about the device still plugged in. I found the CD ROM for QuickCam and Installer got the file it wanted. After I rebooted and went through QuickCam setup my Shutdown dialogue box reappeared. Thanks for the hint about applications not responding.
