This is a lot of nonsense. There is no connection between U-238 and weapon of mass destruction. If you take U-238 and "wrap it around conventional explosives", it might be possible to slightly irradiate a region 20 meters in diameter, but by the end of the next rain, the Roentgen level would have dropped enough so that even butterflies wouldn't be affected. How much U-238 would be required to irradiate 40 meters out? The quantity required goes up at least with the cube of distance. U-238 is not used in weapons for its irradiative power, rather the damnable stuff burns very hot. This makes incendiary or pyrophoric weapons very effective. I believe that is why Al Queda had the U-238.
