When has there been a requirement for government rhetoric and reality to match up? Are you starting to believe that all of Reagan's papers remain unreleased for the sole purpose of national security? Or that Fast Track Trade Authority is directly related to anti-terrorism? When the government of Somalia can be deemed "non-functioning", one can declare it to be a "non-existent" government. If it's non-existent then it's not a Muslim State. It's not an issue of fact, it's an issue of PR. jttmab
