No, I consider it one of those dumb things that people say as a substitute for hard thinking about the particulars. Obviously, public order and national security are necessary, even for us to exercise our liberties without fear. Ask people in a war zone if they feel free. Still, it is true that security can be used as an excuse for burdensome regulation. The trick is to balance security needs against liberty interests.........
