Since the "Freedom to Farm Act" was passed, Congress has been exceeding the limits each year by more and more (in year 2000 they blew all the limits out... this year promises to be even worse) by the simple expedient of declaring an 'emergency'.

In one of the purest examples of corporate welfare that can be found in the Federal budget, transfer payments go overwhelmingly to the very rich, and not to 'family farms'.

The American taxpayer would be better off if Congress just agreed to cut welfare checks directly to the millionaire corporate agricultural enterprises (Tysons, et al), and didn't attempt to tie payments to production of ANY commodity. That way, the consumer would not need to be taxed as much (by cutting out the bureaucratic overhead of the agricultural price maintenance programs), agricultural land use would be rationalized, and environmental damage to the land would be lessened.

Of course, that would blatently expose the special interest / welfare understructure of the system....
