Since the "Freedom to Farm Act" was passed, Congress has been exceeding the limits
each year by more and more (in year 2000 they blew all the limits out... this year
promises to be even worse) by the simple expedient of declaring an 'emergency'.

This AG boondoggle reminds of a story in our local newspaper I read several years ago.

Seems Ma and Pa had this huge California dairy farm which was operated by a large family of sons,
daughter and their spouses. They were riding high on the milk subsidy hog until the subsidy per farm was limited to $1,000,000.00. Quickly calling in their CPA'S and atty's the farm was soon divided into 5 separate corporations and held through a separate corporation thereby gaining the $1,000,000.00 per corporation now a $5,000,000.00 subsidy. This appeared to be common practice throughout the diary industry. Nothing, to my knowledge, was done to rectify the problem.
