Accepted trips to Australia, South Africa, Zimbabwe and England paid for by a not-for-profit operation run by a Philip Morris vice-president. Vetoed a 10-cent increase in Wisconsin's cigarette tax in 1991. Signed the "Smokers' Rights Bill" in 1992. Vetoed legislation in 1995 requiring the new Milwaukee Brewers baseball stadium to become smoke-free in the general seating area.
