Add to that uncertainty all the regulation/deregulation debates going on still in Congress... It seems that the current political momentum is on the side of the larger carriers/RBOCs. I see that as an additional slowing of the overall capex number. If the established guys aren't motivated to change by the law or survival they aren't going to spend any money that they don't have to. I think the writing is on the wall, there will be no revival in the stocks of NT, LU, etc for the foreseeable future. It's my bet that we are close to historic lows so quiet accumulation over the next couple of years performed opportunistically is probably not a bad bet.

Won't it be funny though if the old circuit switched networks continued to be expanded and become somewhat of a cash cow business as packet switched networks fail to deliver on projected capex savings... This could be a good bonus for the likes of Alcatel, Siemens, NT and LU... I'm not sure that is the way the future may unfold but it seems to mimic the buying patterns of the big boys.
