Not possible in the real world, even after dumping all of those below a given bin. The rest will still follow a Gaussian distribution. Down binning is possible, up binning isn't.

That's not what I was implying. Suppose you have a Gaussian distribution, and you cut off the lower tail at say 1.5 GHz. Every chip to the right of the cut-off is 1.5 GHz or better, which means that 100% of the chips to the right of the cut-off can be sold as 1.5 GHz. A lower number can be sold as 1.6, 1.7 etc.
