I doubt Intel's outstanding shares (fully diluted) are anywhere near the number of shares authorized. The buybacks this year have been at an almost constant dollar amount ($1B) so seem more cash flow related than to maintain a specific number outstanding. The small changes are simply the result of the small net volume of options exercise and repurchases relative to the total available.

I am sure Elmer or another more familiar with Intel can locate or provide the current shares authorized number.
