You're probably right in that this is not a must-have upgrade for everyone--a lot of the high-profile stuff is happening via IE4, which is a sort of "Windows97". However the Memphis folks did do a number of studies regarding the product and its feature set, and concluded that people saw enough value in there to purchase the product. I can't give you specifics since I'm not in that group (I've only read some of their docs). If only for housekeeping purposes it's also a good idea to just get all the interim stuff that's been released since Win95, integrate it more thoroughly, and create something official that can be bought at a store or on a new machine. Remember that not everyone, particularly outside the US, has Internet access yet.
