One must wonder if it is for anti counterfeiting or simply for tracking every penny speny by everyone all the time?

Whatever they think their purpose is, the result will be to reduce the money character of the bills by reducing their acceptability. Normal bills are all identical except for a serial number, but the new bills will all be made unique by their data content, not a characteristic of money. Not only will a potential recipient risk uncompensated confiscation of a counterfeit, but he will be liable for whatever action the authorities decide to take based on whatever unseen data may be stored on a genuine bill. If bills can be made to store data about their history, then anyone with a sufficient motive can store fake data at will, whether it be money launderers or corrupt officials and official organizations wanting to frame or blackmail political or other enemies.

The end result will be that rational shopkeepers will treat the new bills with more reluctance than personal checks with photo IDs, which at least can be covered by insurance.
