More like arranged by Al Qaida to divert Pakistani attention away from Afghan border, allowing Al Qaida/Bin Laden to escape into Pakistan.

Wouldn't be surprised if Pakistani govt (or factions of it) is in on the Indian attack. They are a reluctant ally in the war and would be pleased to have a "valid" excuse to a) not play their part in stopping escaping terrorists and b) find a way to unite the people behind the military govt in a war against India after the unpopular govt decision to suppport the US.
