If they go to war and no other nation is involved...they end up using nukes.
And India is a lot bigger with a lot more people and targets. Probably more targets than the Paks have nukes. The converse is unlikely to be true.

That's what I like about the US war against global terrorism. It depends on who we need right now.
Actually, the US is surprising me. It appears to be playing it honestly and consistently- -it's leaning on the Paks to get the groups the Indians (and now the US) regards as terrorists under control.
