Joe, excellent suggestion on trying to just install Win2k on C, as well.

He could simply insert his Win98 disk, boot up with CD-Rom support enabled. Once it loads up and it goes to the prompt, he should be able to access CD-rom (Win2k disk) and run 'start.exe' (I think that's it) and it should fix itself by installing all of the files on C:
Last resort would be to do mine and your latest suggestions -- copying the 3 files to the C:\ drive. I'd prefer not to do that, as that gets very tweakish. But certainly possible if he provides us with his current boot.ini
