"Perhaps the retailers are backlashing against Intel for poor sales of P4"

It looks as if that might have happened after the first big price cut on the P4s, AMD vanished from the shelves after March or so, but made a resurgence in June. That time AMD had to slash prices a lot to move product, they didn't this time. So it might be that the i845/P4/SDRAM combo isn't selling well. The downside is that Intel has the i845/P4/DDR combo ready, so Compaq and HP can convince themselves that the poorer performance of SDRAM is the reason for the lack of sales.

No doubt, Intel will convince them that what is really needed is integrated graphics to make the big sales. And then when that doesn't pan out, maybe 128 bit wide memory busses. And then....
