no, i do not think any index is in a bull market. since the DOW is the barometer, based on age, my view of the secularity is as follows...

1920-1949...secular bear
1949-1965...secular bull
1965-1982...secular bear
1982-2000...secular bull
2000-????...secular bear

when i say the naz trendline is a secular bull aberration, i mean that it's secular bear market low has not been established. if the naz index' inception dated back to say 1965, i would feel more comfortable using the lows of the index in order to establish a firm trendline.
