Hi Frank,

Oftel in UK is changing the regulation regarding License Exempt spectrum and Internet for hire, as it is now prohibited to use ISM spectrum to support a for hire service. I don't know about the other CEPT countries.

Metricom did not charge for use of their ISM radios, but did charge for Internet connectivity. I'm pretty sure Part 15 spectrum cannot be charged for, as Senator Hollings reads the first few sentences of the 1934 Communications Act (the Nextwave case). 47CFR15 is the regulation for unlicensed radios in the US.
