I'm led to believe that the regs throughout England, Scotland and Wales have not been thorougly harmonized yet on the use of ISM spectrum. Where, say, in Scotland certain permissions are granted, and in Wales, not. Metricom's approach was interesting, I must say... not charging for the radio links, but for the ISP service, instead. That's what I'd classify as a combination of one party looking the other way, and the other party practicing chutzpah at its finest, if they actually got away with it.
