STOCK BUY: Adding MSFT at 65.85. It's too cheap here. May also add a 1/2 position in CPQ and CSCO.

News just out on Briefing.com from Merrill suggests that IT mgrs. are planning significant purchases from MSFT, CSCO, CPQ, and IBM. IT budget to grow 3% in 2002 vs. a 1% decline in 2001. Suggests weakness in EMC, BEAS, CA, SEBL.
