Intel management is not stupid when it comes to a day to day activity like planning the amount of wafers needed to start to have enough 13 weeks hence. And even I do not believe they could continuously screw that up for 9 months (3 complete lag cycles). Obviously the shortages are the result of a binning problem. You could call Intel management stupid in releasing bin speeds that it can't produce in quantity but, these are normally the result of figuring that lab yields are close to production yields and some wishful thinking (and we all have that trait).

What makes it harder for Intel is that these speed yield curves can not be swept under the rug of monopoly production any more. Clear speed deficits are hard hit in this business. And yes, Intel suffered these in the 800 to 1133Mhz 0.18u aluminum P3 speed push which was fixed by 0.13u copper. Their response now matches what happened then.
