Maybe you have access to older data, but this chart going back to 1986 does not support this. VIX spend a lot of time in the teens in the early 90s. It's only been the last few years we have had these frequent runs above 30 with firm support at 20. The spike in 1987 was unique.

I'm not suggesting things are looking good, but the high P/E of many companies would be brought into line rather quickly if earnings picked up to recent levels. When a company is only making 20% of what they used to make, going to 40% of what they used to make is not so far fetched, and that would cut the P/E in half. Things could start looking like great values very quickly IF (big IF) the economy starts to revive.
