Is that really correct? Thought 60 votes were needed to get it to the floor for a vote but then the issue would be voted up or down with 51 votes. The idea being that most of the time only issues that would not pass would be allowed to come to a vote.

Asking for an answer. Is it correct that< "That means for a bill to
actually pass it requires 82 VOTES." ?

Do however think it is not and the strategy is simply to keep issues or appointments that would pass from even coming to a vote.
