3G is like a new drug. A new drug has to be extensively tested before approval by the FDA: After that is free to be sold.

3G is in this stage of testing. Chris Nutall seem to have not taken that into consideration. Perhaps he expected that all operators and vendors would build this thing without testing it and shaken it down.

Would he board a new generation of Boeing or Airbus straight out of the assembly line? Or only after a test pilot has tested it?
