Duff,

I am not familiar with Windows ME, but in Windows 98, if you are running a program from a shortcut, right click on the shortcut, select properties, and select the "Maximized" options from the "Run" dropdown box.

Another technique that sometimes works, is to open the program, maximize it, then close it while holding down either the "Shift" key or the "Control" key.
