one would think that the 'natives' around this deposit were either filthy rich and didn't need any work or misunderstand the operation proposed in the future for this site. A 'vacuum' cleaner on a dredge sucking up murky brown sand - removing the heavy minerals - and returning the water and 'regular' sand back into the river. What's so hard to see here? I doubt that this will seriously curtail the 'enornous' rafting industry in the area since the dredges are likely to block off the whole river.
