Well, in actuality the R&D portion of defense has been greatly neglected for several years. This is also a problem with the pork barrel method of budget allocation. As far as it paying off in the end military R&D is highly overrated in what it pays for. Most technolgy advances in the last twenty five years have gone the other way from commercial to the military while the military wasted jobs of money inventing their own wheels. They do need to spend porportionately more on R&D though.
