The explanation is simple.

1) The failure of white Southern Christian conservatives to address the issue of racial injustice.

2) The tendency of vocal racists to steer right. There are lot's of racicsts who think themselves liberal. Note that even in liberal CA, racially devisive initiatives (affimrative action, and immigration) won a large majority of Democrat votes.

3) The unwillingness of the decent-minded conservatives to confront openly racist politcal campaigns such as Pete Wilson's Propositions, and Jesse Helm's cowardly commercial showing a pair of white hands holding a rejection letter.

Conclusion, the majority of African Americans and Latinos vote democrat only because they see them as the lesser of two evils. Blacks and Hispanics tend to be rather conservative and family oriented. How tragic that the Repubs fail to understand this.
