While the timing of the sale of shares on the shelf rest with the company when they decide to sell IMO at least 50% will be sold, if not the entire amount. Difficult to see the investment bankers gearing up to parcel the shares out a bit at a time. They will convince a company that more is best. Watching others with shelf offerings and am not hopeful.
