Not really, at least not in this case. The design rule, or "smallest feature size" is roughly equal to the size of the key "components," the transistors. Pretty much all of the larger circuit features are just wiring, not active components.

Not the most brilliantly insightful article I've ever seen, but not a complete bozo, either.
