Because they didn't want to be charged with burning people up intentionally. That does not, be it noted, mean that they did so. It means they did not want to fuel speculation. As for mind- reading, it is a matter of common sense. Maybe if there were a rash of similar incidents, or someone came forward to unburden their conscience, there would be reason for suspicion. But Waco is flogged because it is so unusual, and there has been no whistle blower. People who join the FBI are not moral monsters, certainly not monolithically.......
