It was the late 80s, Waco wasn't too much later. Sandwiched in between was the Randy Weaver case, which imo was the most egregious abuse of federal power of the three. They entrapped the guy. They didn't burn him out, but the 'shoot to kill' orders of any adult they saw on his property came from Washington.
