CHU's CdmaOne network is designed for 70 million users. They have finished first phase for 15 million users. This year, they will finish another 15 million. Next year, they will add another 30 million user capacity to their network. This is and will be the only CDMA network in China. By design, it can be upgraded to 3G CDMA network in future time. CHU's goal is to sign up 100000 users in 30 days and another 400000 by the end of April. I believe these goals can be achieved easily. Only reason they have such a low target is mainly due to there is shortage of CDMA phone in China now.
