Cobalt. I always read the poem as scathing criticism of empire. Kipling is very misunderstood. Read his travel journalism. Hunter Thompson and Tom Wolfe owe a lot to Kipling.

If the US and allies wait on the Muslim countries to undo the evil Islamist message without a great deal of prompting and assistance, they will wait until it's a very cold day in hell.

Efforts, direct efforts, have to be made to help and protect moderate folk who preach a better message.
Saudi money bankrolled spreading the totalitarian message. It's bankrolled thousands of schools and mullahs - there has to be competition.

This is a war and it's won by taking away the enemy's will to fight. In this case the ground of the terrorism is the proselytized Islamist masses and that ground has to be won over. Force is useful to a great degree but there must also be an alternative message to fill up the ideological territory.
