Trouble is (and this was discussed some time ago) the very nature of the battle has changed. There is foreign troops on the ground with much sought after supplies and arms. Bandits will abound. The "cause" can be picked up again if they start having an effect.

Opposing that are some determined and well trained troops.

My suggestion would be to distribute the food, help set up the government, but get the troops out in 6 mths or so. I see no problem with forcing the pace of Afghanistans development, they have to sort it out for themselves.
