I think Moussaoui ended up as an expendable decoy of sorts.... Now, as I stressed it before, the whole 911 scheme was initially devised as an old-fashioned hijack operation. In such a case, there's no doubt that MANY foreign intelligence/rogue outfits would eagerly join in: the KGB/FSB, Mossad, DGSE (France) were all ready to share their assets in setting up "smug America". After all, what's the worst-case scenario? A coupla rebellious passengers and/or crewmembers killed in the process --really nothing to write home about. And the payoff would have been tremendous: "ugly Arabs" hijacking US airplanes on the US soil (no foreign authorities to blame here!), the "isolasionist" Bush administration would have been forced to side with Israel, etc.
