I've read that. First, the argument about making accommodation more difficult is based on things like Reykjavik. That is asinine, though, since it was Reagan's intent to show he was serious about SDI, and, indeed, the polls showed greater support for SDI after Reykjavik than before. Second, the failure to increase Soviet military spending is meaningless. The Soviets knew we had no deployable system. It was the long term prospect of renewed competition, at which they would be at a distinct disadvantage, that drove perestroika, so that they could afford the necessary investment down the road.......
