| Actually, quite the contrary. SDI works best the fewer the warheads, so the incentive for arms reduction remains. Furthermore, verification issues become less acute if there is missile defense, because we are less insecure. Finally, SDI was precisely conceived as a way to exit MAD. Once it was in place, MAD no longer applies, because the defended country would suffer a much lower level of damage. Now, if SDI were neutralized, that might be obviated. However, all of that, both SDI and countermeasures, were wholly speculative at that point. |
