But we can. Offensive weapons are generally kinetic and much easier and cheaper to build than defensive strategies. In the long history of warfare, from rock walls, to the Maginot line, to the Norad line, to Star Wars the defensive weapons always cost a lot more and become obsolete sooner. Just look at the matchup between SCUDs and the patriot. Even a third rate dictator can afford to overwhelm the system.
