That's the form of SDI that makes no sense. MAD is the ultimate outcome of an arms race between powers that have the resources to make ICBMs. SDI is just a pimple on the bottom of that arms race, albeit an expensive one. It makes no sense to gear up a system for fighting superpowers when the likely threat is smaller more nimble foes.
