No one is currently proposing such a system. What is proposed is a more modest defensive system for protection against much smaller nuclear arsenals possessed by rogue states, like North Korea, or terrorist organizations. As long as the technology exists, we cannot discount a missile threat. But instead of relying on deterrence alone, we can actually protect ourselves, at least limiting damage.
