a more modest defensive system
You conservatives want to take parts of two different arguments. In the modest system with shorter ranges and faster reaction times the SDI system doesn't work. The decoys and actual missles become too cheap and overwhelm the defense. The space based aspects become worthless as the attacking missles barely, or rarely leave the atmosphere. It doesn't work.

The only case that might work is longer flight time ICBMs and then only if there is a limited number of them. This is the scenario that is unlikely because it is beyond the capabilities of a terrorist group or rogue state.

There is no coherent case for this sytem. It is simply a plan to place lots of money into shareholder pockets of Carlisle and other friends of the administration.
