"Prior to that stage" means space-based defenses... not theater defenses, which is all that the new planning proposes for quite a while.

Two things argue against the near term viability of a space-based leg to "Star Wars" defenses:

1) We have slashed development of a follow-on orbital transport system to replace the decrepid space shuttle system.... A "Penny wise, pound foolish decision" if their ever was one.

2) The "keg of nails" defense could obviate much of our satelitte based assets... which are critical to any boost phase attack strategy. (We are very worried about a potential adversary - such as the North Koreans or China - launching a dumb 'keg of nails' into a counter-rotating orbit to our spy sats., and then exploding it. The kinetic impacts would wipe out our 'eyes in the sky' without which no defensive system could succeed in the initial boost phase of an ICBM attack. The mere threat of such an attack - taking out commercial as well as military assets - could be enough to allow blackmail to succeed as a military policy.)
