Probably the same reason why they don't just skip two generations, and start manufacturing at the 65nm node: they just don't have the technology, yet. And since they are so behind Intel in 130nm manufacturing, it might be even more difficult for them to catch up to Intel's schedule with 90nm. Imagine that - AMD just gets 130nm with SOI to the point where they can manufacture in high volumes, and Intel is all ready with 90nm. Being that late could be quite detrimental for them.
