Here's my probabilities:

Plant inspection approval:

pass = 80% a) no holiday delays 50% for week of Jan 28 NR
pass = 80% b) holiday delays 50% for week of Feb 11 NR

minor fix required = 18% short delay

major fix required = 2% longer delay

Attack at will.

PS Notice the 5K trades happening? Smells like FDA fish food.
