Just as the intensive use of Special Forces to turn the tide in Afghanistan is rewriting American war- fighting doctrine, so are their current efforts stretching Army Special Forces doctrine. Their mission is to rapidly intertwine local government, military and law enforcement affairs into an important strand of the DNA trying to create new life in Afghanistan.

Captain Matt's rounds include the International Committee of the Red Cross, Unicef, Kandahar radio and television broadcasters and the central hospital.

No doubt about it: this is complicated and consequential diplomacy, assigned to a 29-year-old Army captain, and it is difficult to imagine someone his age in the regular Army — or even at the State Department — being entrusted with such responsibility.

"My guys always ask, `Where is this in the book?' " Colonel Dave said. "It's not in the manual. What we are doing is not in any training manual I've ever seen. One day they're an enemy. The next day they are brought into our own compound. Yesterday I was shooting at them. Today they join the government."
