The majority of the engineers who are saying it can be done are those who want to be given the chance on a cost-plus basis with no penalty if it doesn't work. It doesn't take a genius to know they will say "Sure I'll try". When you look at those who do not stand to ride the gravy train, for example NASA engineers, they say it's not likely to work.
