Bush is good at living down to the lowered expectations. All that is expected of him is to shake his fist. He used to shake his fist and declare he's going to get Bin Laden, but he takes guidance enough to stick to shaking his fist now. That's all it takes. That's why I think that Rumsfeld is the prime con man behind the SDI project and Bush just delegates the decision. Bush's job is let the handlers wind him up and he will play the recording. In the end Carlisle gets a few billion dollars, Rumsfeld get a new job with stock options, and Bush gets his adoring fans. TP
